Low level population seemed fine for me, almost always found a group or more people to join us though when we couldnt we just used my merc.
As mentioned you can fill the gap with mercs, so if you find another person.. at low level you've essentially found two if they have a merc as the mercs are probably better geared than you lol.
We were leveling an SK (him) and I had a brig, picked up the Inq merc and we were basically power leveling ourselves, mobs die so quickly early on, we were room pulling pretty easily.
I just moved my monk over from Nagafen as that server is well and truly dead though. Will wait on free transfers which will likely come to move the rest of my stuff over.
A lot has changed in the 3 ish years since I've played properly though so its enjoyable at least for me
