And? You do realise this is not abnormal for normal food. Take most cooked food with low water content and leave it out on the side and it drys out and looks like that. Requires moisture to rot/mould and unless its wrapped in plastic most cooked food will simply dry out.

kitchens in my previous student accommodation leads me to believe otherwise...

It was the team behind Fallout 1 and 2 before it was all disbanded they were creating more of the world for Fallout 3. When it was scrapped one of the guys put it all together in a PDF file called the Fallout Bible.

If you buy Fallout 1 from GOG.com you'll find it in there, 200 pages of goodies! :)
