So just because Israel manage to shoot out of the sky most of the missiles fired at it, and just because Palestine is incompetent and don't have the same ability, they shouldn't retaliate?

How do you calculate proportionate? Amount of people killed, or amount of missiles fired?

Judging by the last few times it's happened it seems to be that after a conflict like this there is a 4 year cycle where rocket attacks die off for a year, then build year on year until it's about 1000+ then Israel finally gets sick of it and flattens Gaza for a few weeks, then the cycle continues.

Isn't one of the reasons that the death toll is so high in Gaza because they use civilians as human shields, firing their rockets from built up areas with high civilian populations rather than most civilized countries who have their military assets in better locations?

its better described as a ghetto and so none of that really applies. If Jordan and Egypt annexe either side of the former Palestine their interests are far better aligned and the 'innocent' would be represented by a sovereign nation.
As you say, this is the case usually and a far better situation
It wont happen, they prefer the reality now
