A quick bit of googling suggests that it hasn't been eradicated so there is a chance of an outbreak, albeit a small chance. And the virus occurred naturally so surely it's not beyond the realms of possibility that it could become a problem in the future.Nonce-sense indeed, since smallpox was eradicated in 1973.

I think it's due to the rarity of it, I think only the Russian government has some? Even so there's still a chance so I'd dispute that figure too.
