It's due to the fact that any number you pick will result in a multiple of 9. Break out your nine times tables and you'll see that the constituent numbers of a multiple of nine when added together will equal nine (up to 9*20 after which it stops working).
It stops working, but only in a manner of speaking. Beyond 9*20 the sum of the digits will total a multiple of 9. From there you can continue to 9.
21*9 = 189
1+8+9 = 18
1+8 = 9
8356 * 9 = 75204
7+5+2+0+4 = 18
1+8 = 9
Similarly, the sum of the digits of any multiple of 3 will always add up to a multiple of 3, and this will continue until you reach 3, 6 or 9.
