Luckily the guy made another image so I don't have to quote the one above.

This is why I hate so many of the buildings in the UK, because this is essentially all architects do now, cut-n-paste design cues from other periods, slap it all together and pretend it still makes a consistent design, it doesn't.
What it really looks like is this photographic decoupage (ironically created as a joke), but people are too ignorant to notice because this is all they ever see and this is all they ever get.

Sadly some planning legislation dictates what you can and cant build. Its what i hate about architecture as well.......but still we managed to get two art deco style houses approved in the Aberdeenshire countryside! :D
