Front USB not working

I have a number of older PCs that have 2 USBs on motherboard on rear and 2 on the front (connected via wire).

The rear USBs see and allow usb disks to attach, the front do not.

Anyone any ideas why this would be?

I have never managed to get the front USB ports working in my current case on my last three MBs. It can only be the connections but hell if I can see whats wrong.

When plugging devices in windows trries to configure but it fails so the cables must be correctly connected dont you think?

Are the mobo & case same USB revision, e.g. USB 2.0? Had a USB 2.0 mobo & older case & latter's USB header would not fit/work (vice versa).
