Chances are those around your area has jumped to fiber so that freed up some resources for your ADSL connection. As for why the FTTC estimate has gone slightly down, I guess it's probably closer to what people are actually getting based around those in your area, as well as possible slight congestion.
As for why VDSL is showing no benefit for you, due to the way it works VDSL after a certain distance rapidly drops down in speed, while ADSL works better on long lines, so your line is basically long enough to see ADSL being better than VDSL. You'll probably have to sadly wait for LR-VDSL which Openreach is hoping to use to completely replace ADSL for better speeds. I'm waiting for the same thing as well, noticed over the years my speed is now 38mb minimum, 6mb drop from when it was just rolled out a few years ago. And with everyone in the house streaming in full HD, it doesn't help
