I think HR is catching on these days, even for smaller firms. Competency testing for IT used to be limited to keyboard skills and maybe some Excel, when I started. But recently we get more and more requests for a quick comprehensive IT test which covers all the bases. Saying that you have 'excellent IT skills' and actually having them can often be two mutually exclusive occurrences.
I agree with clade on that it is often a necessity to educate, as well as support your users, but it isn't always possible due to time and money constraints. Furthermore, there is a golden rule to be aware of for first line support: never do a user a favor - it will come to bite you in the backside later. I'm a fairly friendly IT tech. so I get burned quite often on that one. xD
