This board wont let me put the voltage in i have to - or + it in

if it's -/+ then it's offset voltage which is good.
When you are stress testing have hwinfo and cpu-z up and keep an eye on the frequency if it dips below the max frequency to 3.4ghz then back up every so often then it's throttling.
