If my CL16 @3600 can do CL14 @3800, can in theory CL16@4000 run at CL14 @4200? That might yield some very nice results

I get 3600 CL14 and 4200 CL16 out of a 3200 CL16 kit but at stupid volts.
Also G Skill have put out CL14 4000 Mhz now.

F4-4000C16D-32GTRSA would be a better bin than F4-3600C14D-32GTRS?
