How much vccin you using ? and have you set the uncore ratio to 33x ? they say on some gigabyte boards you must set it to +1 over the default so if auto is 32 then set to 33 never leave it auto
Could be if it's an old psu they do lose the power they can output over time.
Try a known good one ? or try higher vcore ? 1.4 volts or less safe on these
