Game development on the PS3 looking up.....

I don't think that really makes sense, the consoles are so different that either way it is difficult to port from one to the other I believe.

If you build the game for the 360 first, port it to the PS3, it's probably not going to be optimised for the PS3. Not using all the cores to their full advantage etc. If you build it for the PS3 first... then for porting it to the 360 I would assume it would almost be a case of "downgrading" it as the architecture is more basic than the PS3.
 
I think the whole idea for the tools isn't Sony saying "Hey make your games on all three systems using our tools" but more the case of "Build your game for the ps3 and these tools will allow you to port them to other systems easily compared to building it for the 360 then porting to the ps3"

Developers will easy an easier job porting from the ps3 to 360 than the other way round.
 
If this is the case Ill be impressed if I still have my 360 at the end of the year. Cant see the point in owning 2 consoles if the games are going to be designed properly, instead of just being crap ports from the 360.

There have been a couple. Nowhere near as many as on the PS3 though - I can't remember which games they were either, but I know there were a few.
