Well this could be fantastic news for people on a budget.
If the 8320E consumes less power than the regular 8320 this means that cheap boards will be able to cope with it much easier.
Your regular cheap budget board is a 4 phase. The high end ones are 8 phase. However, all is not lost as a 4 phase board will usually do at least 4.2ghz on a 8320. If that rises to say, 4.5ghz on a 8320 E then setting up a good 8 core system with a cheap board could become the norm.
That's the most exciting bit of this launch IMO.
