It's the LEDs in the gans and the motherboard - there's no hiding from them now unless you have a windowless case. Unless, you like them of course - in which case steer into the light.

Is a 650 PSU enough, am I better paying a bit more for more power or is it simply not needed? What about cooling if the GPU runs hot - worth upgrading the cooler/fans etc?

I would source the motherboard elsewhere as it's the best for the money in that price bracket with WiFi - or get a lead time from OcUK, as it's a big seller.

I'm conscious of your original £500 budget and what you needed it for - if you need it right now the above will munch through all your games at 1080p (is it 60Hz?).

The case comes with an intake and out take - but you could add another intake and a vertical CPU cooler (quieter and pushes air out of the case) - but this will all add extra cost:

I have got the bug now and will use it myself (assuming I can get near it) so will fund a far better build - have some stuff to sell from otters hobbies that are no longer active.....

I have still to get a monitor - was looking at the Dell one on offer:

You're not kidding that monitor is a quality 1440p @ 144Hz - that puts a bit of a strain on the Vega 56 we had selected for 1080p.

Would you prefer 1440p - it is the better res (fast becoming the standard), but at 144Hz it would like a faster card (*not essential) - but the Vega 56 would cope admirably on the whole.

Guess I will wait until the new CPUs come out then. I am away on holiday in three weeks for a few weeks - so can wait until I am back and then guess they might be coming into stock.

You're certainly making your original £500 stretch a long way.

What card would be decent for 1440p @ 144Hz?
In an ideal - £500 doesn't exist - world, we would be looking at a RTX 2070 at 1440p @ 144Hz. But we would be pee'ing all over your budget and putting sparklers around the puddle.

OK - a lot to take in from your original post.

My initial thought is that you need to wait for the release of Zen 2 now - you've gone premium build and the budget is primed for Zen 2 3700X.

The rest of build:
  • Case - this must be a personal preference as it's appeared again. There are more modern streamline cases (it is a quality case) with similar look.
  • You need to swap this out for the Seasonic Focus and fully modular - 10 year guarantee.
  • No opinion on mouse - it's a mouse
  • Monitor - i'm not a specialist but a big fan of DELL - but not TN, but they make for great gaming panels if you can't get IPS.
  • Could save money here buying WD or Crucial models.
  • Memory - no issue here other than it's RGB (but appreciate it if you want it :))
  • The Windforce model is cheaper - and can be clocked. But great choice - UK RMA and great forum rep.
  • As mentioned - consider ZEN 2 - and bequiet cooler if AIO at that price (personal prefernece)
  • Do you need the x470 features? Otherwise the B450's will suffice - and still have RGB. Or, ideally x570/3700X or B450/X470/3700X

RGB is thing to make people pay bigger overpricing for basic or even worser stuff.
Like £25-30 for fan with way worser warranty than in £6 fan...
Or 50% overpricing for CPU cooler compared to performance level...
Mid level price for motherboard with scam level CPU VRM...

That's actually pretty perfect timing for seeing how Ryzen 3000 shakes CPU pricing.
 
Having reflected a bit, I don't need the latest items.

I think the price of the 2600 cpu, as per above is a great deal.

Thinking therefore of spending a bit less to make sure it gets used - but still having a good base should I wish to upgrade later.

Something like the below - I have listed this GPU, as it is on offer elsewhere.

Would this be a decent enough base for now? Just need to deice upon a monitor.

Faster and better components for the money (plus an additional 4 free games to sell ~£100 with GPU - so 4 in total) - although you can keep the blingy memory if liked:

2600X better performer for gaming, Seasonic PSU is quality and 10 year warranty as opposed to 7, Vega 56 on par with 1070 and cheaper - plus 2 free games (plus mini cards get hot and noisy)
