I know of no program that looks like Garageband where you setup a band on a stage but according to WIKI it belongs in the Loop Recording category of Digital Audio Workstations.
If working with loops is what you desire then I suggest Fruity Loops.

There are a few native applications for Windows: Cubase SX3, Ableton Live, Pro Tools (with hardware), Sonar, Reaper, Audacity etc.
Some free, others not. Personally i prefer Cubase for windows platforms and Logic for Mac OSX, although most people would argue against this.
Never used FL before, but like DM said, it probabily offers you the funtions you are after.
