Gen 4 SSD's - Would you still get IOPS benefit on PCI 3.0?

I know Gen4 SSD peak transfer speeds wouldn't be possible on PCI 3.0 boards.

What about the IOPS. would this performance still be noticeable on the older platforms?

No because PCIe 3 wasn’t bottlenecking it anyway (so PCIe 3 drives would be equally as good).

wait for next gen native PCIe 4 controllers from Samsung and Phison.
