F1 has always been limited by fuel in one way or another.

Why would teams do that, they under fuel. It's the fastest way to do the race. Unless fia specify a minimum fuel amount. It will be like this, fuel limit or not.

Don't worry, about 2 laps after Hamilton pits it will chuck it down.... and stop raining after he pits for wets
they can speed up since he isnt challenging rosberg.
