Getting SPONSORSHIP popups on browser.

Hi all, For a couple of weeks now every now and then i get a browser pop up with some dodgy message saying "You have malware slowing your computer, click here to speed up computer".
After googling this it seems that its malware. When the browser pops up it says Sponsorship at the top.

I copied the web address and its this =http://ww.partydatenetwork.com/ng/?...u=&s=D-chrome&nm=ilmernzkvtazn&t=]Sponsorship

Is the best way to get rid of this to reinstall windows? There are a few things on the net saying to get rid you can delete on registry but I'm not sure I'm capable of that.

Download Malware Bytes, boot into safe mode, update definitions and run a full scan.

I've ran malware bytes a couple of times but it still does it. Albeit not in safe mode. I'll give that a go.

Will reinstalling windows also get rid of it if this doesn't work ?

try running JRT (junkware removal tool) it's designed to remove those stupid apps that try to add themselfs to your browser etc

Are you running Chrome?

What do you have listed under chrome://extensions/ & chrome://plugins/

They have a Adblock Plus for Chrome now.
