Ghosting Software

Is there any imaging/ghosting software that will boot from a USB stick that you can then use to image/ghost a drive to an external USB hard disk?

You can boot Acronis True Image from a CD but i don't know of any that boot from a USB stick.

Paragon Drive Backup allegedly does it, although I haven't tried it personally so couldn't vouch for its effectiveness.

You could also check out UBCD or BartPE (which can boot from a USB drive with a bit of tinkering), and see if there are any plugins which meet your needs.

acronis can boot from usb, if you install it in windows the 'bootable media creator' lets you select usb as a boot device, which can then write to either that usb stick or the external hard drive as you said
