Gigabyte X99-sli bios issue.

Was a fresh install but going to try installing win 8.1 on my second drive as this was an 8.1 install upgraded to 10. Will try that tomorrow night. Getting late now and need some sleep.

Actually I might try an Win 7 install first.

OK looks like my CPU clock speed issues are a corrupt Windows install/upgrade. Install Win 10 from a USB key onto a separate drive (god I forgot how slow spinning drives are) and booting I'm getting correct clocks and everything look OK in CPU-Z and Gigabyte SIV app.

So looks like i'll be nuking my SSD again tonight and reinstalling everything. :(

Still no fan RPM's being reported though so still look I have one hardware issue remaining

Final update on my issues.

Windows re-install fixed the general clockspeed issues. It seems the fan RPM issue is a know issue with this board and Corsair fans. I've replaced my H80 (which the fan controller had died in anyway - fans were plugged into the MB) and have installed a Raijintek Triton and it reports RPM's fine (awesome cooler BTW)

Last issue appears to be the MB BIOS CPU Voltage setting being reported in windows as lower and looks like it is lower. For example have my 5820K at 4.1GHZ - 33x125MHz and with VCORE set to 1.3v in windows (SIV and NXZT CAM - On a Grid + for the other fans) both report 1.2v and it appears to be 1.2v.

Once all is running well under load will pop some pics in the Triton thread
