Likely a statement against the legitimacy of the Israeli nation. To hand him over directly would acknowledge the state. "Swaps" like this are done between nations, rather than groups. Hamas and the PLO wouldn't want to be seen as indirectly justifying the state of Israel. Also they can later claim that the swap was done at the behest of Egypt rather than Israel. Again an attempt to deflect any notion of "official" co-operation.

I was somewhat depressed this morning to hear the analysis this morning that Israel agreed to the exchange in order to undermine Mahmoud Abbas over his attempts to get Palestine recognised in the UN....It's clear that Israel sees its best interests lying in continued conflict![]()
