That's a bit of a silly question since everyone will have different requirements. If you need 2tbs then get a 2tb. Likewise if you don't need that much space then get an ssd.
ssds are significantly faster, and unlike most hardware you can actually see a difference rather than having to make do with benchmarks to justify the purchase.
buy my personal answer to your question would be both the ssd for windows/applicatons and the 2tb for storage
If you can't afford both, maybe you can afford the smaller sized variants?
It's not just cutting a few seconds from load times, everything feels more responsive on SSD - you don't really notice until you've used one and then go back to a mechanical drive.
Personally I've got a Networked file server stuffed with TB disks for my bulk storage, and use an SSD for my games and main PC. When i can afford it I'll have SSD's in my laptop and htpc too.
Having used an SSD for the boot/game/OS drive I wouldn't use mechanical for anything but storage. Same as above, once prices come down again I'll replace the main drives with SSDs in my laptops/HTPC etc.
