I'm sure a large majority of modders would gladly make a mod that they get paid for, it's just that most don't have the resources to do so. Well as a modder myself, I think the opposite. Do you want to be a professional games developer someday? I suppose that's the difference. There are some people who work on mods to get experience with games to help them get in the industry, and there's some for whom it's just a hobby. The former are more likely to "sell out" as people have put it.
