TBH, the way it appeared before (and still to me now) makes little sense from a user perspective.
Why have links on the top and the side which link to the same features but the ones on the top bizarrely do not carry over your search query?
They needed to get rid of the side or the top. Pretty much anyone with any kind of UI design acumen can tell you that.
Also, I'm pretty sure what is happening here is not Google making a system wide change.
It is more likely imo that:
1) They are testing user reaction and system flow change with a certain number of users.
2) There is a problem or maintenance with the service that provides those features that are missing.
