It's very 90s game sountrack. It's how game music used to sound when it was instruments played as a midi file I.E the same instrument samples played at different notes before storage got to CD level where they could just dump whole songs on there.

I think those files have been sitting in the windows install for quite some time, not sure what iteration they first appeared but they are quite old. They were probably a demo of some sort originally.
