GPU boot problem

I’ve had this issue in the past with my 1080ti but could normally just restart my pc and it would work. I’ve tried booting today and my screen would turn off, but not show the no signal screen. It does the same with my GTX 770 but did manage to boot after a long while with integrated graphics. I have taken out the cmos battery and that seems to have fixed it.

is it a motherboard or CPU issue?

Turn the eco modes off in the monitor, it's a known issue with some monitors, when they go into deep sleep they don't wake up and cause vga errors with the motherboards. Also make sure to be on latest bios for motherboard and if there is a firmware update for the monitor too.

I think maybe it might be an issue with the BIOS, hence why the CMOS battery reset did the job. Is there anyway for you to downgrade your BIOS version and test to see if the same issue occurs?

Try reseating all the cables and reseating the GPU.

Move to non beta bios.

I've had this issue in the past, can't remember my exact setup though. It was normally a case of turn monitor off and on to fix it, with some forced shutdowns failing the former. At the time i had a PSU causing other issues however.
