GPU causing system crashes?

So I just grabbed a vega 64 and unfortunately it's been causing me some problems. I reformatted to start from a clean slate and to prevent any possible driver issues. For the last couple of days, I've been in dota a lot. Mostly spectating with some playing. For the first couple of games and a load of spectating, everything is fine, but then if I try and play it again later it keeps crashing. https://photos.app.goo.gl/vhKMcnavMBZWGfG3A

If I reboot and launch again, I can only get a few minutes before crashing like this again. My first thought was overheating, as I know the airflow in my case isn't amazing, but I stuck a 12in fan blowing right at the card and still crashed (though I was able to stay in the game longer between crashes so maybe it is helping?)
Strangely, wattman only showed the GPU at around 70c which I would have thought should be a fine temperature for a GPU?

Is there anything I can do for troubleshooting to find out if its overheating, not getting enough power, or just a bad card?
 
It's an ocz stealthXstream 2 700w. It's got a 6 and a 6+2 built in I'm using a separate 6-8 pin adaptor for the other because it's got the three 12v wires in the 6 pin, though it is getting pretty long in the tooth now.
 
You won't know for sure unless you test it with a suitable PSU, The minimum recommended wattage is 750 watt, You need that and two proper 8 pin cables before you can say with absolute certainty that it's the card.
That said there may be several dodgy Devils in this batch as I have one that's going back for a replacement or refund. I'd prefer the replacement though.
