Gpu clock speeds with vlc

Does know if its possible force full clock speeds when watching or encoding with vlc

I guess it would use less cpu usage if it was able to use full clock speeds
when encoding.

 
It won't lower the CPU usage. It won't do anything really. For watching and encoding, it depends on the software itself if it can use more GPU acceleration instead of the CPU. I haven't used VLC in ages (using MPC-BE with LAV filters instead) so I can't comment how well it does with GPU acceleration.

As for clock speed, I noticed that AMD cards sometimes sets itself to a certain speed to allow UVD to work properly, although I've not noticed that with my 7950. My 6850 and 7550 seemed to set the core at a fixed 500mhz when UVD kicked in.
