Gpu cpu combo

If purely for gaming purposes and assuming you're not willing to fork out the extra for the 9800X3D, I'd save £100 + on the 9700X and get either the 7600 or 9600. Generally speaking, there's only around 5% difference between the two, but the odd game does see around a 20-30% uplift (Assetto Corsa being one example), if you're more of a general gamer get the cheapest (aka a £170ish 7600) unless you're getting a damned good deal on the 7800X3D, as I'm only seeing £40-50 difference between it and the 9800X3D currently.

I don't know about that one.

Six year old "AA" game from Obsidian, doesn't take much to run tbh. There was a recent rerelease with dodgy performance that was unrelated to Obsidian themselves AFAIK, but better hardware wont fix that and it doesn't improve on the original release in any real way.

Would I still be able to play most games at 1440p with relatively good fps with those 2 options you mentioned?

You would indeed, they're a good match for the GPU you're looking at and being on AM5 you have plenty of future CPU upgrade potential.

For reference, the 7600 trades blows with the 5800X3D, which is still a very powerful gaming CPU that I'd happily pair with a 4090 or to a lesser degree 5090, both of which are a good jump in performance over the 9070XT despite it being a fantastic mid range card.
