GPU fan stuck at 100% from boot. (video within)

The problems with my HIS IceQ R9 280X continue...

1. VRM2 temp used to register in GPU-Z, but it no longer does.
2. VRM1 temp reaches 103C+, which it didn't use to.

and now, the 2 fans ramp up to 100% as soon as i turn the PC on, and they can't be decreased via Catalyst or Afterburner. Here's the video.

I was resisting RMA-ing it until it actually failed, to save them sending it back telling me 'it's fine' and charging me admin fees, but now i think that time has come.

The card was doing this intermittently a fortnight ago, and i read that it was due to a loose power connection. A quick fiddle with the 2 x 8pin power leads solved the problem temporarily back then.

I've had the card out of my PC for about since, and when i put it back in yesterday, it worked fine for an hour or so, i left it mining away, and when i got back to it, the fan was stuck at 100%.

Multiple restarts later, removing the card and reinstalling it, fiddling with the power connections, etc. Nothing solves it this time.

Is there another easy solution that i'm missing, or is it finally time to get it replaced - i presume that this is RMA-worthy?

How much mining does the card do?

If fiddling with power connections made a difference, would RMA the card. I have seen sketchy power connectors lead to melting followed by burning.

Also, the bottom card is drooping quite badly, if it were mine it would prop it up somehow.
 
Can you try the card in another system?

I haven't got access to another PC, so that's not an option :/

Honestly, not that much. As I say, the card has been out of my PC for a couple of weeks.

I know, it's drooping so much that it's actually resting on the PSU, so I figured as the PCI socket isn't taking all the weight it'll be fine, but you're right - I'll suspend it with a thread at the far end like I've done before
 
Can you change the speed of the fan at all using software ? Try other variants to Afterburner as well.

Nope - not with afterburner, catalyst or Iturbo.
The utility recognises that the fan is going at full speed, but when I go to change the speed, it has no effect.


From the responses so far, I think it's clear that the card needs to be replaced and that it's not caused by some sort of oversight on my part.
