GPU Overclock programs reporting wrong?

Afterburner and GPU-Z have probably semi-crashed, while Heaven and HWiNFO64 are probably semi-crashed too and stuck on old data (temperature would not be 36C during Heaven benchmark). Or the driver semi-crashed and is affecting those prorgams differently.

Try and remove the overclock and restart the PC. 400MHz overclock on a 980Ti seems way over the top. You have to see what it boosts to at stock first (check speeds in Afterburner/GPU-Z/HWiNFO if you get them working properly again, ignore Heaven's always false speed reading).

Once you know what it's boosting to at default, then overclock accordingly... you can usually go straight to 1450MHz. Then from there, adjust in tiny increments.

Also, set the voltage to stock. It probably doesn't work anyway, that setting, but it could cause issues nevertheless. The power you can leave at max as you have it, for now.
 
When I overclock my GPU and system crashes/freezes etc ... I always restart my PC.
You can overclock while heaven is running in the background windows ... small increments. If it freezes or stops than you should restart. If it stops for a while and recovers from that still do a restart.. otherwise you going to experience strange bugs like you have already :>

I have the same issue. Not a biggie for me since i don't use Afterburner to overclock and GPU-Z i rarely use but still it's there.
