Earlier this year I purchased a "refurbished" 2070 super. At first running great, however recently my pc has began failing to boot and if it boots the screen is covered in green pixels. Other times it will revert to incorrect resolution even though drivers are installed. Windows is coming up with error code 43, driver failure. Just asking to find wether in fact the gpu is on its way out or is it another problem?
 
I know you've not asked for help 'working the problem' and hopefully someone who's had this exact fault can tell you how to fix it but if not, some things to try are:

If you have another pc to hand then as Mickyfinn said, try it in that, I would add to use a different video cable if you can.
I had intermittent green hue to the display once which I found was due to a faulty cable so maybe try that before swapping cards.

When you say "if it boots" do you mean into Windows or just display the green pixels and no OS?
Does it always at least POST (Power On Self Test) and you can get into the BIOS?
If it does boot to the OS, I take it you've already completely wiped the drivers with Display Driver Uninstaller (DDU) and reinstalled them.
Maybe try rolling back a couple of versions to see if that works.

When it fails to boot I take it you just hit the power button, when it then does boot does Windows report an unexpected shutdown? This would indicate that it did boot ok but just didn't display anything.

Windows updates has been the cause of pretty much all my failure to boot problems so look into whether this is a known problem with one of the latest updates and your hardware and uninstall that update.

It will boot into bios, still with green pixels and windows. If it boots into windows in the correct resolution it usually freezes as soon as I move the mouse. I originally thought it was my old hardrive corrupting the drivers, so I've recently installed a new ssd. While I was setting up windows there were no problems at all with the display or crashing. Only once windows was fully installed the problems began happening again. I don't know if this means anything but when in the bios there were no gpu options only cpu, I'm not experienced with the bios so I have little idea wether it helps or not. Soon I'm planning on trying my gpu in another pc and another gpu in mine so I'll see if that's the problem. But I thought it was weird that prior to windows being fully installed it functioned correctly.

Thanks for your replies and help, I've tried a different gpu and the pc seems to be running fine. Hopefully I won't have to request this sort of help on the future.
 
Sounds like the memory on the RTX 2070 has failed. The green pixels indicate this to me. In the BIOS and Windows. Memory issues can cause boot issues also. I would return it, but I fear it is out of warranty.
