I bought a full rig here a year ago, but the GPU is a bit noisy and I have to run Planetside 2 at fairly Low settings to get the FPS I want.

The GPU i have is the MSI GeForce GTX 570 1280MB GDDR5 PCI-Express Graphics Card

I have heard the bottleneck can be the CPU, but I run a i5 2500k so that I don't understand how much of a bottleneck that can be...

I don't have a budget per say, but I don't want to spend to much either, I did after all fork out £210 for this card a year ago.

I want to run PS2 at highest possible settings and have FPS at 60+

I have the 27 inch Hazro screen, so I would prefer to run it at max resolution but I understand this is a massive drain on the GPU resources, I currently run it at a lower resolution.

Could either buy another 570 and SLI them, or sell the 570 and get a 7970, i'd also overclock that 2500k too, a nice 4GHZ is easy money and will help a great deal :)
 
1.2GB of Vram is probably whats limiting you.

As space monkey said; 4ghz on your cpu will give a nice boost and a 7950/7970 with 3Gb of VRAM will improve performance.
