GPU usage keeps dropping to 0%?

MSI Afterburner is showing my wife's RX 480 GPU usage keep dropping from 100% to 0% and back up again every few seconds. It's paired with an R5 3600 and 750 W PSU and running driver 19.7.2. It doesn't seem to be thermal throttling as temperatures are around 60 degrees. GPU power usage is around 60 W, which is way below where it should be. This is at stock settings and it was not doing this before today. The only thing I can think of that changed is the AMD Chipset driver got updated. :/
 
Try a restart. My 480 had this issue too, but to a lesser degree. If the restart doesn't fix it then use afterburner and add some voltage.
 
Does the frame rate stay steady despite GPU usage being all over the place?

My backup RX 550 does that according to afterburner, including going 100%-0%. Clearly just not recording GPU usage correctly.
 
I had the same problem using RX480 and afterburner and it turned out to be a setting that I needed to enable.
