Gradient banding help

Hi all,
just looking for some info on my problem, i have gradient banding on everything. anything that has any type of gradient i get banding through it
, games, videos, pictures, internet and even applications and desktop.

my system specs are phenom II 965be
asus m4a88t-m
corsair tx 650
kingston 1333mhz
asus gtx460
wd hdd 7200rpm blue

With this setup i am getting the problem with my 23" lg 1080p monitor, aoc 17" and my lg 1080p tv.

I removed the gpu and ran the onboard (hd 4350 ati) and i was still getting this problem.

I decided that i would strip my gpu from my second system ( 9800gt ) the problem still continued, so it cant be the gpu or monitor as i have tried three different types of each.

i stripped the components from the tower and optical drive and gpu to run it as basic as i could on a bench, the problem still continued.

with my other system i get no gradient problems so what could this be, i have ran tests and everything seems to run perfect and passes all monitor/display tests apart from the gradient. my motherboard and cpu have both been sent off and tested by the company that i ordered the items from and came back with no fault.

I urgently need help with this as i am stuck with what to do and yes my colour depth is set to 32-bit true colour. my lg monitor is 16.7 mil and the aoc is 16.2 mil (16 mil), but both are tn so they are 6-bit i think.

but i have tried 3 different screens ( aoc 17", lg 23" hd and lg tv hd) and it shows on all three, but worse on the 23" hd than the rest.

Gradient banding would lead me to think
a) screens - youve tried 3 different ones so this isnt it
b) gfx card - youve tried more than one, incl onboard so unlikely
c) cable - youve tried more than one
d) OC? If you have one try removing it and testing, similarly if PCI-E freq is not 100 set it to 100, if it is, try 101
e) If still no joy, then Id suggest its the actual PCI-E controller, you say the board was tested but did they test this or just that it boots?
 
No overclock on this system. they said they ran their motherboard and cpu fault finding program and did some display tests.

This test for the gradient states it should be smooth, this one is not so bad on my system but i can still see banding through the gradient. another example is the application STEAM, With steam background it goes from light grey to black/dark grey top to bottom and this is very bad, the banding dominates the screen. does any one else have steam to see if they get this.
