This isn't the 1800s, though I can see a need for it in the case of infrastructure such a railways (now in public hands or how did that end up?).

But a stadium and supermarket?
 
I would not be surprised if the council lied, faked numbers or didn't adtertise it when they say they held public consultations. Mine apparently held one when it came to using the nice large green park in front of my house for building a hardwearing sports court. Most of the locals were against it due to the chavs it would bring in. I think it turned out that they had barely advertised the public consultation. Finally, in a meeting between the councils and residents, the latter were so overwhelming with their arguments that the council cancelled all plans outright. Oh, one of the council chiefs was not even local, so pretended there would be no chav problem. All overpaid idiots.
 
Good on her.. Hopefully the stadium won't be built in Kirby and we will get to stay where we should be. In the city!
