Graphics card bugged?

I use Display port 1.2

Nvidia 780TI
Operating System: Windows 8.1 Pro 64-bit
Memory: 16384MB RAM
Processor: Intel(R) Core(TM) i5-4690K CPU @ 3.50GHz (4 CPUs),
 
I can get games to run in 4k but only in fullscreen, If I do window mode it will reduce the screen to 1440p and if I try to select 4k it loads then fails to load it and goes back to 1440p which is what the desktop is set too?
 
Have you made sure everything is up to date. All drivers gpu/motherboard/Windows os

Is the graphics card overclocked

Checked cables/ports for damage or loosely fitting
