My grandfather is a photographer and he needs a new PC as his older one has become a bit sluggish.

This is what he's got so far.

I'm not sure on what GPU to get?

I was thinking one of the 7770's with 2gb DDR5 RAM. 1GHz Clock has to contribute to rendering speeds - right?
 
The retail CPU comes with a cooler and a longer 3 year warranty, they are currently £167.99
 
CS5 : Cuda -> NVidia.
CS6 : OpenCL -> AMD.

EDIT : hmm, maybe I should just shut up. Just stuff I heard, but best have pros tell you what works best for what budget for photo work.

EDIT 2 : linky. GTX650? 2GB? GTX650ti? GTX660? I wouldn't bother above that tbh.

depending on the version in use also for me will alter the spec req,

3 different plugins / hardware used,

OpenGL And the newer OpenCL and Nvidia Cuda

for me you wouldn't go much wrong with either makes tbh as long as it has at least 2gb of ram

Ok, I'm running CS6 on the 2500k's IGP with no issues whatsoever. Then again, I'm only using it for painting with a tablet.
If he's doing more advanced/heavy stuff with filters etc, then the 6450 spoffle recommended should be decent enough. The 2gb 7770 you mentioned earlier would probably be a better call if it's in budget.
