Graphics card not working - problem wit BIOS setting!

My GPU is not functioning correctly. The fans are spinning correctly, it is mounted correctly, in device manager it shows up as a GTX 1070, which is correct. However, under "properties" it says that Windows has stopped the device because it has reported problems.

Now, I have looked for online tutorials on how to solve this problem and most suggested I uninstall the drivers and reinstall them. I have tried this multiple times and it has not worked.

Recently, I went into the BIOS and noticed that under Advanced\System Agent (SA) Configuration\Graphics Configuration there is a setting entitled "primary display", which is set to "CPU Graphics". This seems to be the source of the problem. I have changed this setting to "Auto" and "PCIE" (the only other options), and instead of allowing the monitor to receive an input from the graphics card, instead when I re-enter the BIOS, every time it has reset this setting to "CPU Graphics". I definitely have the latest version of the BIOS installed, and I am unsure how to solve this problem.

Is it possible that there is a problem with the card itself? Since two items in this order were faulty already (RAM and HDD), I am suspecting that. If you have any suggestions for my try and fix this issue, I would gladly take the advice.

For reference, the motherboard I am using is the ASUS Z170 Pro Gaming
 
If the monitor cable is plugged into the GPU, then it must be using the GPU as the display.

Maybe plugged into motherboard by mistake. That could explain why the bios is setting graphics to cpu and Device Manager reporting a problem with the 1070 as it is installed but not connected to the monitor.

It is a easy mistake that i have seen a couple of times just resently on these forums.
 
The option you mention sounds like GPU order, ie which display option will the motherboard try first. I expect there will be another option to actually turn off the onchip GPU. eg disable integrated GPU. Find this and turn it off. Make sure you have the other option set to PCIE.
 
Power cable connected to the GPU properly? Card seated correctly?

Have you tried to do a clear cmos?

remove power cable to PC, remove battery and leave it awhile.

Yes to all of these suggestions. I have tried these already.

When I connect the HDMI cable to the graphics card, there is no signal detected by my monitor. Just a black screen. I cannot even access the BIOS. I have tried using the motherboard port, switching to PCIE setting and then quickly switching the cable to the graphics card and still there is no signal detected.
