Graphics card on 99% load after startup

I recently upgraded my graphics card from an X1800 to a 4850. Since I have done this whenever I start up my computer the graphics card seems to be on 99% load and makes games run really slow. If I hibernate it and then turn it on again it's fine, 0% load and it runs games fine. Anyone had this before or know how to fix it?

It sounds like a driver issue.

Did you clean the old drivers off before installing the new ones?

Are you running anything that could interefere with 2D/3D detection?

Which version of Windows?

I did clean the old drivers before installing
I've just downloaded the new drivers so will install them and see if that helps
I'm running Windows XP Pro

nope

I can tell the load from GPU Z and CCC

I've just installed the latest display drivers from the ATI website but the problem is still there

Rivatuner (latest one) also shows the gpu load if its a supported feature. (Under the monitoring tool)

Thats what I was thinking? You sure you don't mean the fans at 100%? I'm a little confused

Yeah it is definitely 99% load. CCC and GPU Z both say that
