graphics help

Hi all,

A friend of mine wants to do a cartoon strip/video, but hasnt the faintest idea where to start. I am useless at gfx so I thought I would ask you.

He wants to draw a pigeon in a TF2 style, and then animate it to make short videos to put on youtube.

What software should he be looking at using for this?

perhaps flash, while the offical application is costly there are 3rd party application's available for specific tasks, like slideshow, screensavers ect..

i'll have a look at my links to see what i can find.

edit:
he could try the trial of Flash CS3 just to see what the flash is like. frame based animations and tweening controlled with very basic actionscript won't be hard to learn.

It turns out his dad has flash at work, as well as PS and 3D Studio Max so he will try in flash first.

he could also look into manga studio from e-frontier - designed for the freehand comic/manga styles
