Graphics Lag Spikes 6950

I have two monitors and usually watch videos and iplayer on second screen whilst playing Stratergy games etc. Well atleast since getting my new processor I have been getting lag spikes on the videos and the game I am playing. I cannot remember if it was doing this before I installed SP1 but it is quite annoying. Afterburner doesn't show the lag spikes from what I can see. If I use VLC media player it does not happen at all. If I use WMP there are lag spikes, and also lag spikes if I watch Iplayer and youtube whilst playing a game in a window.
Does anyone have any idea what is causing this? Does it with 11.1a drivers and 10.12a. So I do not think it is drivers. It is strange it does not happen when watching the videos in VLC.

Edit: In some games like N:TW it does not lag the game but white lines at random parts of the screen go over the video I am watching with wmp.

Might be a problem with the control center? I know you don't think it's the driver's but it might be worth a completely fresh install of all ATI stuff.

EDIT: I just read your sig. 6950 unlocked to 6970? Maybe you should ask around in the unlock thread at the top. I'm sure this problem cropped up before.
