I would guess that the retail copies will activate through Steam like most modern AAA games do.

I think the only advantage of a retail copy will be a nice map and not having to download the whole game if you have a slow internet connection.

Why are they selling it as GFWL? Isn't that shutting down next month?

I'm going to wait until closer to the release date, sure most places wil, have steam keys for pre-order.

Or might get it as a retail copy incase modding it is easier.

Nice, says on that steam page that you can transfer progress from PS3 or XBOX 360 characters to PC. Also sounds like there's gonna be new stuff for the online element.

The PC version of GTA 4 was a console port. The pc version now stands a very good chance given the xbox one and PS4 both use x86-64 instruction sets.
