Pre-loads are via Rockstar Social Club.

£18 seems a little too cheap though, it's more like £20 once you factor in the currency conversion fee (for me anyway)

That just means you've basically chucked the £10 away by spending it on something you could have got for £10 less somewhere else leaving you with £10 still to spend on Steam
