i was using a 1060 6gb previously with no problem my psu is a 650w i checked the psu requirements and it says 400 will do it my mb is a asus p6t and my ram is ddr3 1600mhz 24gb 3x8gb im gonna try a few things but if anyone has any idea help is appreciated

With literally no idea what problems you're having it's going to be a struggle to advise anything...
when i turn pc on card is lit up and pc boots in to bios but when windows would normally boot up screen just goes black
Sounds like a driver issue, can you try a different monitor, or use a different cable, e.g. hdmi instead of dp?
