GTX 970 - Mem Clock Throttling

When playing the new Tomb Raider, my 970 mem clock is dropping to 3005 in Afterburner. It should be 3501. I'm getting judders all over the place.

What causes memory to do this?

OK, this was happening while streaming via Steam Link. When playing direct, it stays at the proper clock.

I CBA debugging... Ignore thread!
