Now this will sound pretty stupid but I'm having a cupboard built in my hallway, simple place to store shoes and coats.
How high would you put the clothes rail? I'm fairly tall (198cm) so if I put it at a height that is comfortable for me it won't be comfortable for pretty much everyone else. I'm thinking around 180cm (5ft 9ish) from the ground
What would others say? Maybe higher?

I wouldn't go higher than 180cm - think of short people reaching to put a hanger on it. I guess I often hang stuff in doorframes and those are higher than 180. If in doubt, get the shortest person in the household to test it. Same with mirrors, do a dry run.

However it's your home and should be suited to you/its occupants. I always build my carpentry workbench quite a bit taller than standard to avoid a bad back.
If it was something that only I would use like a workbench then agreed I'd do it for just myself but unfortunately this will have to be for the common man.
What is the longest coat you have that you will store in there? Does the Mrs or any of your high class 6ft tall escorts wear full length cheetah fur coats? Wouldn't want that draped over your minging wellington boots on the floor?
Fortunately I live alone at the moment, but that could change so want to make things a bit easier for people if/when they move in. 1.8m would be enough for my giant pimp coat and the idea is to have a small shelf to one side so that shorter coats can fit in as well.
There is going to be a shoe drawer on the side of this cabinet so that'll take care of shoes and boots.
