Hard drive almost dead or something else?

Basically I have two SATA drives, 120 and 250GB. The 250 has the Windows installation (C) and two other partitions. The 120 has two partitions used for backup.

Now when I start up Windows it loads slightly slower than before. When I actually get into Windows is where the problems start. If I click to open a new program, right click on the desktop or load a new page in IE (plenty more things also) it generally brings up the circular loading icon to indicate some sort of disk activity.

I have checked for any clicking noises or any other problems and can't see anything obvious. When I run the PC in safe mode things seem to run exactly as they should at normal speed.

This would lead me to believe it could be a startup program at fault, however I have even disabled all of these and ran the system normally but still the problem occurs. SFC /scannow shows no errors either.

The other problem is on certain drives chkdsk gets stuck at step 4 when checking the data - it just doesn't start it and waits there permanently but it doesn't actually hang.

Anyone have any ideas or should I attempt a reinstall?
