Not sure what's going on here... I've just installed a 200GB Samsung IDE drive from OcUK and partitioned about 146GB of it. Whenever I'm doing anything that involves this hard drive, everything seems to slow down, and my mouse often messes up (cursor freezes, but I can still click on things...). It's very slow to access as well, taking about 5-10 seconds to copy a 32MB folder to/from it. I've tried reformatting it but to no avail.

Any ideas as to what's going wrong?

I think the first thing we need to check is if it is the HDD itself and not, say, your cables or motherboard. Two options really:

1: Try it in another machine
2: Run your vendors hard disk utility.

If it works in a mates machine it could be your mobo or cables. If not then looks like RMA time. If it is your HDD the HDD utility should highlight that.
